REVIEW IMPLEMENTATION OF ASEAN MRA-TOURISM PROFESSIONAL BY TOURISM PROFESSIONAL CERTIFICATION BOARD (TPCB) INDONESIA

Abstrak

Implementation of ASEAN MRA-Tourism Professional is a necessity considering Indonesia has entered to the implementation of AEC (ASEAN Economic Community). BNSP as an independent body responsible for the national certification of professional competence in Indonesia has the duty to act as TPCB (Tourism Professional Certification Board) hence has to develop the implementation program of ASEAN MRA-TP especially related to certification of competence and collaborate with stakeholders and Ministry of Tourism. The method of the review was the Rapid Assessment Process (RAP) method which is a qualitative research study developed by Beebe in 2001. The ASEAN MRA-TP implementation program covers: medium-term program planning, Mapping of occupations within qualification framework of ASEAN MRA-TP; development of certification scheme/certification standard; implementation of toolboxes as tools of assessment; development of professional certification body in tourism professional; link and match between certification of tourism professional program, standard, curriculum and standard implementation in tourism business; and registration of tourism professionals onto ATPRS. From the evaluation results of the implementation, it is concluded that: The delay in occupational mapping in the Indonesian National Qualification Framework has an potential impacts, i.e: a) unable to provide data and information for the development of National Manpower Planning in the development of tourism human resources; b) does not provide information for the development of the Master Plan for the Development of Standardization; c) can not provide information for the development of graduate profiles, instructional design, and development of learning materials in educational and training institutions; d) unable to provide information to build career paths for workers and prospective workers in the tourism sector. Furthermore, the Registration of tourism professionals onto ATPRS, Indonesia still needs facilitation in promoting the registration program from ASEAN Secretariat Program.
